Do you really think this is possible? I mean, not just technically; you'd
have to have real in depth knowledge of all the systems you want to convert
from and into, in order to be able to map the different definitions of
parameters and "syntactic" units in the string.... This seems like a
life-time committment to me...

if you do think it's possible and even feasible please let me know - I'd be
interested!
