Looking at Mexico, the orientation of a) is actually correct. The left hand
is upward, not toward the reader. The orientation is correct as written.
The palm facing is "up". b) would be correct only if you split the finger
off so that the palm facing is shown "upward". The back of the hand is
toward the floor, exactly as a) shows. Your second b) is upside down. The
hand you show is palm down.

The "mime" of the sign Mexico is of a "serape" being thrown around the
shoulders and clasped in front.
