In "A" it seems that the movement slightly contradicts the position of the hand. The hand point left, the arrow curves right. In "B", the arrow seems to complement the hand as both are orientated left. While the sign itself may be made purely up and down without any left or right movement, having the arrow complement the hand symbol seems more supportive of whatever movement the hand makes.
