I'll be interested to read the feedback from Nancy's native speaker friends, but here's my thoughts: 1) Normally there isn't much movement from the elbow, but if the second version that you wrote is vague about how much movement is involved, I'd support that one. 2) Since signs tend to move away from the middle of the face over the years, I'd guess that the version touching the forehead would be considered "casual" or "slang." But it may be accepted by now. 3) The contact is definitely brushing, not tapping, even on the version that touches the forehead. 4) If I remember right, the dip down is relatively slight.
