I'm not sure if that would be "shouting." Unless people from New York shout

I have a friend from Haitti (spelling, I'm not sure how to spell it), but she
grew up in New York at the Deaf Institute there and she uses alot of signing
space. When she is "shouting" I know it because her movements are quick to
the point....like me talking to my son after finding a grasshopper in his
pant pocket. But from a hearing perspective maybe it would look like
shouting...but your right it all comes out in SW.
